This is entirely up to you, as you know your clients best. However, we've seen the most success by following this rule: If you can get the same people from the Rova Plan session(s), that's ideal. 

However, this is your chance to get the "doers" in the room, as well. If there are people the client feels necessary to invite to obtain buy-in or who will be more likely to do the work and contribute to success of the project, by all means have them involved.
